Washington Success Medals do not bear a date, creating some discussion as to when they were actually made. Some researchers believe they were made circa 1795. The 15 stars on the reverse represent 15 states. These could have been produced after Kentucky joined the Union in 1792 and before Tennessee joined in 1796.
